No. The National Office has said that this change did NOT change the
rule that Boards of Review (for ANY RANK) can be held after the Scout's
18th birthday, so long as the other requirements were completed before
that date.

Any Camping done since JOINING BSA as a BOY SCOUT can be counted for
the Merit Badge. Really not much different than a Boy that has
collected Stamps or Coins for years asking a MB Counselor to work with
him on Stamp or Coin Collecting. You wouldn't ask him to start a new
collection, would you?
