7th Requirement for Eagle

The board of review may be conducted after the 18th birthday as long as
ALL of the rest of the requirements may be proven to be done BEFORE the
18th birthday.

I am posting this for 2 reasons. 1. I missed the apparent tirade over
this. 2. I experienced this perosnally in the awarding of my own Eagle.
Granted, it did take a LOT of extra paperwork, including sending
paperwork to National three times in the process.

Please let me relate my story. I had completed everything prior to my
18th birthday. However, the first set of paperwork burned down in my
Scoutmaster's house when it burned down. Then, before I could complete
the paperwork again, I moved out of state to go to college. My paperwork
then proceeded to get lost in the mail TWICE. Needless to say, My life
got pretty busy with school and getting on with my life. Finally when I
was 23, my wife mentioned something to a friend of ours about how I never
got my Eagle. Much to our suprise, this person was a district committee
member. The next thing I knew, I was in the middle of filling out my
EAgle paperwork a fourth time. Then 6 months later, and MANY trips to
the Council office and NUMEROUS signatures later, I finally got approval
to have a Board of Review (you must have this from the Council and
National before having the Eagle Board). After the Board of Review,
paperwork was off to National again. Then finally, at the age of 24, my
wife pinned my Eagle pin on my chest. How many of you can say that?

Maybe I missed this discussion several months ago, but I just noticed the
new 7th requirement for Eagle, "7.Complete your board of review."

Is this a hard and fast requirement that the Eagle Board of Review must
MUST
_MUST_ (short of a formal extension) be completed before the Scout's
eighteenth birthday?
