Re: "Charter Name Scout" question

We used to see advertisements showing Gerald Ford in a Scout uniform. This
was after he was done being president. Was he registered as an active
Scouter? We point out that astronauts and other successful people in public
life were Eagle Scouts once.
Why wouldn't we want to:
1. recognize a registered Scout for an act of heroism?
2. get the good press when a boy used the kind of initiative and sense of
responsibility which was nurtured in him as a Scout to save the life of
another?
It looks like the "right thing to do" to me. I don't think it should have
anything to do with FOS or any other consideration. He is a Scout. He "did
good". He ought to be recognized publicly and get all the press he is due and
be an encouragement to others who are Scouts/Scouters or might want to be so.
[I would be interested in knowing why he was still registered. Was it a ploy
to keep the troop numbers up, or was it his desire (even if his life had
become too busy to participate regularly)?]
