The Insignia Guide 1997-1999 #33066A, 1997 printing (most current edition)
doth say on page 16:

"Venture Strip, cloth red on tan, No. 00019, above Boy Scouts of America
strip or above interpreter strip."

This is essentially the same way the Varsity strip is explained on page 28.

Curiously, it dothn't say if it is for Scouts or Scouters in either place.
Doesn't say they are for crew members or team members neither. Hmmm...Let's
jump over to the trusty Scoutmaster Handbook (#33002) on page 26.

Not gonna quote the handbook <GASP!> just paraphrase what I think it says.
The words in the SMHB say that a Venture Crewmember wears the strip. Goes
on to talk about who can be a Crewmember (i.e. a Scout registered in a
Troop) and who cannot be (a female, as she cannot be a Troop member, but can
participate in Venture activities). It says an Assistant Scoutmaster is
appointed to oversee the Venture activities and program, and advise the Crew
Chief; and he doesn't have to be well versed in the type of activities he
oversees. Then it says "A crew member continues with his regular Scouting
advancement..."

This brings me to the conclusion that an adult CANNOT wear the strip
because:

(1) Only crew members can wear it.
(2) Crew members continue regular Scouting advancement.
(3) Adults cannot obtain advancement in the Boy Scout program (Advancement
being defined as rank and merit badges).

So, even though the Insignia Guide is vague on this pint, putting together
the pieces from other official BSA publications can bring us to the proper
conclusion!
