There is no constitutional issue here. There is no attempt to deny anyone
the right to free exercize of thier religion unless there is a Christian
demonation that requires crosses on CSP but I am not aware of one. The
question is can one group decide what religous symbol everyone wears. I am
assuming that no provisions were made for different CSPs for non-Christian
scouts.
