11 year olds

Hi all,
A friend of mine has an 11 year old (just turned) who was held back a
year to mature. He has just joined a WEBELOS Den (great!) with his 4th
grade buddies. He'll be in the 5th grade this fall. He's havin' fun,
and I know that the program he's in is a good one.
My question is: Should he be in Boy Scouts because he's 11 years old,
or should he stay in WEBELOS because he's in the 4th grade. I get
arguments both ways. I lean toward keeping him with his buddies.
What say you one, what say you all?
