?? Religious Symbol on CSP!!

I have hundreds of Council Shoulder Patches (CSP). Seven years ago I saw a CSP
at Philmont from the St. Louis Area Council that had a cross on top of a
silouetted steeple. I was told that it had been withdrawn because of that
symbol because BSA did not approve placing such symbols on its patches. Until
today I had not seen another example.
Earlier today I stopped by the NCAC Scout Shop and went through its boxes of
CSPs. Generally, these are ones produced by BSA national, rather than
contracted for, independently by the individual Councils.
What I found was a CSP for the Central N.C. Council, #16416, that has a golden
cross left of center. Has BSA policy changed its policy of not favoring one
religion over others by displaying its symbols?
