We can't be in the business of rewriting rank requirements. The boys are required
to do certain things. When those things, according to the official requirements,
are completed the rank is achieved. Age has nothing to do with requirements.
Service projects, other than that for Eagle, is just plain service. You show up,
you render service, and you go home, hopefully with a smile on your face for a job
well done.
If a boy is in a troop leadership position and hasn't done much, who has failed to
do his job? A hint: the correct answer is not just the boy.
The "standards of expectation" a clear--do the requirements. The boys should have
expectations of us--that we deliver the best program possible.
