Don't know if its in a handbook, but the satement that B-P wanted to include
the law "A Scout Is Not A Fool" is in Two Lives of a Hero, if memory serves in
the section where it discusses the beginnings and someplace near where the
organization in Britain looked to the church to help it in getting established
since it was the first non-religious youth organization (or something along
those lines).
That'd put it between the second camp experience with B-P and the third
Jamboree - yeah, that's a big span of time, but I just remember part of the
book, not every word, and I know its before the Jamboree where he accepts Lord
Baden- Powell of Gilwell for his title.
Although my oldest son would tell you otherwise.
