It's found, for those curious, on page 515 of the 9th Edition of the Scout
Handbook and here's what it says:

"Baden-Powell, the founder of Scouting, sometimes thought of adding one more
point to the Scout Law: "A Scout is not a fool". But he decided against it.
He figured a boy smart enough to base his life on the Scout Oath would be
smart enough to stay away from anything that was unhealthly or illegal or both.

As a Scout, you will agree with him. If you have been foolish, there is no
law that says you have to stay that way."
