Troop Structure - was "Who hires & fires Assistant Scoutmasters?"

There is no strict analogy between a business organization and a Scout
Trooop, but I think that it is probably closest to state it thus:
Institutional Head -- Controlling Shareholder
COR -- Voting Proxy for the IH
CC -- Chairman of the Board + CEO
MC -- Board of Directors
SPL -- Chief Operating Officer
PLC -- Ececutive Committee
SM -- Board Liason and Advisor to COO
ASM -- Assistants to SM
My point is this: The SM is an advisor to the SPL and a Liason to the
Board of Directors - CC - whose responsibility is to meet the needs of
the controlling shareholder - IH - in implementing his/her program in
accordance with the Institutions wishes and the BSA rules and
regulations.
Of course, in practice, this does and should break down. If a troop is
worrying about the "who hires/who fires" question, then the community
decision making that is absolutely necessary for long-term success has
already been broken and the troop needs help from the UC or others....
