Generally our practice, I don't know if it follows BSA's advancement
policy, but we allow them to complete both requirements for rank and MB's
in my troop, but only if it's done at the same time, so if a scout earned
First Aid MB last year he would not get credit (at least in our troop) for
the early ranks....
In my opinion, there is no reason he should not get credit for MB's and
ranks...
