Just to make it clear:
Page 15 of the Guide to Safe Scouting says
"The Boy Scouts of America prohibits the use of alcoholic beverages and
controlled substances at encampments or activities on property owned and/or
operated by the Boy Scouts of America, or at any activity involving
participation of youth members."
Use of alcohol is thus forbidden at any activity where youth are present.
However, if your District has a adult awards dinner at a banquet hall, it is
perfectly acceptable to serve alcohol there.

Since youth are present, this is unacceptable. Someone needs to talk to the
Institutional Head here, and get them on board with National policy. Do
they want the Scouting program, or not?
