May I suggest the obvious? A non-advancing Board of Review.

The Board has the right to do this and call in Scouts who for some reason as
stalled. Being a separate body they obviously cannot be seen as the person
"prosecuting" the son and not signing off the book. And if they follow the
procedures we were taught at PTC - when a scout doesn't pass the BOR the board
should explain why not, IN DETAIL, to the scout at that time. They should also
provide a written copy of why not directly to the Scout and probably even
forward a copy home to the parents so they know what is wrong and what needs
to be done to correct it.

Besides that, it the third party of the BOR finds evidence to sign off
something along the way, they should tell the SM and/or the committee that
advancement procedures are not being followed on a uniform basis from scout to
scout. Remember: every scout who advances is supposed to do the same
requirements TO THE BEST OF THEIR ABILITY - no more, no less.

Use the tools you're given to complete the job. If you don't need to hold an
additional SM conference with the boy (and if perhaps he is AVOIDING meeting
with you as appears may be the case) let the Board do the criticizing. Remove
the SM from the cycle for a few minutes. It should help settle things in the
unit.
