All three are unacceptable to Scouting. The reference is the Guide to Safe
Scouting (the "rule" book). All of the leaders have bought on to those
standards when they applied for membership.

He may not be able to cause a change and not damage his sons position in the
troop. I would start with the Committee Chairmen and talk to him/her about
these problems. Failing there I would talk with the Chartered Organization
Rep. that person should have the interests of the unit and Scouting in mind
and should be able to effect the problem. Also, you might contact your
Commissioner and ask for help there. A good Commissioner can be a very
valable tool in a situation such as this.
