I think this is the crux of the problem right here. The SPL is the man in
charge of the Troop - he has enough to do without worrying about his share of
Patrol duties, and the PL could do his job better without the boss there. Try
taking the SPL & ASPL out of Patrols for their term in office. Let them tent
in the leaders' area, and generally treat them as leaders. They will act the
part more, and the other boys will look at them more as leaders than just
another Scout.
