While I can't quote policy on this, I consider all of them to be totally
unacceptable, and at least in IL the last is illegal (can't provide tobacco to
anyone under 18). I have been known to enjoy adult beverages myself, but
NEVER NEVER NEVER while responsible for someone else's child. These people
should not be in charge of kids.

If this behavior is, as it seems, not an isolated problem but endemic among
the adults in the unit, I would advise your buddy to seek another Troop
immediately, and let the SM, Committee, COR, and SE know in very clear terms
why. Wish him luck for me.
