Satifying Requirements

Hi all,
I've got another question for you to ponder. In my Troop we have been
working on a few merit badges at the Troop meetings (I know, many say not
to do this). This includes some of my younger Scouts (ranks below Star).
The requirements for a few of the merit badges duplicate or go beyond what
is required for the ranks. An assistant of mine has the opinion this
satisfies both the rank requirement and the merit badge requirement. I
feel the Scout is working on one requirement or the other, not both. Do I
have any support in this stand or am I being too strict?
