Mr. Cross' comments bring up a question. On a recent show the procedures
for screening leaders has been tested (and failed). The name of a
convicted molester was used on a leader application and the leader was
approved (by the Council or National?). It is my understanding that the
councils are charged with doing the screening. Mr. Cross alludes to the
Troop committee doing a review of the adult applying to be a leader. What
if any review is done at the Troop level? I know in my Troop I accept, and
the committee rubber stamps, any application of an adult willing to help
(submit an application). I have no means of reviewing the application
other than reading what the applicant has put on it. The newer
applications don't even ask for references any more (not that they couldn't
be set up ahead of time). So if the Council doesn't do any kind of
checking, it doesn't get done. Do any other Scoutmasters out there do
anything different?

The people who sign off on an adults application do so to make sure
that the adult applying has been reviewed and meets the high
standards of acceptance of the Chartered Organization and the Boy
Scouts of America; not to put their stamp of approval on the job that
person will be asked to do.
