Earl, none of the behaviors you described is appropriate, but as far as
I know, the question of smoking in front of (or with) the boys is a
recommendation, not a policy, and therefore can't be officially
enforced. However, drinking alcohol at a Scout camp is a violation of
policy and can't be tolerated.
If, as you say, the Scoutmaster and most of the Troop Committee are
involved in this unacceptable behavior, you probably won't get any
satisfaction from the Troop, but you should at least try. Simply
explain that you're aware of the BSA policy, that it's not optional, and
that you feel strongly that it must be observed. If that doesn't get
you anywhere, approach the Chartered Organization, and then your Unit
Commissioner or DE.
I don't think it's asking too much to have a group of adults put the
wine away for a weekend!
