Which begs a couple of issues I had with the original post. First of all,
while members of the troop committee are entitled to wear a uniform, they
are not expected or required to do so. Thus, since boards of review are
committee functions, and we have discussed this here before, I see no need
for the members of the board to be in uniform. However, IF someone is
going to be in uniform, they should be in PROPER uniform, which DOES NOT
include jeans. IMO, it would have been far better if that person had not
been in uniform at all.
But the real question I have is why is a Unit Commissioner sitting on a
board in the first place. Unless this was an Eagle Board, the ONLY people
authorized to sit on a board are members of THAT troop's committee. "This
board of review is made up of at least three and not more than six members
of the troop committee." (National BSA Advancement Policies and
Procedures, #33088A, Revised 1997, page 16) Unless this UC is also a
member of the troop committee he is not authorized to sit on a board and
there is a potential for problems later on if you are in a council that
checks the signatures on advancement reports. That is why it is important
to make sure that your committee is large enough to insure that it is able
to perform its various functions, including boards of review, possibly one
of the most important of those functions.
This is a very common problem and one which we are working on educating
units about here in Queens Council.
