Who Draws the Line?

I am posting these questions for a fellow Scout leader in another area
who wishes to maintain a low profile until he has some facts to work
with.
Problem: He and his son moved up into Boy Scouts last year into a large
and established Troop. They were unhappy with the Scoutmaster's
decision to permit the drinking of wine by adult leaders while at Summer
Camp last year and the tolerance of frequent adult smoking around the
Scouts.
But the real kicker came during the last Camporee when the Scoutmaster
permitted several of the older Scouts to join several adult 'leaders' in
a cigar smoking session one evening.
Question 1: Is any of these three adult behaviors (smoking in front of
the Scouts, drinking in front of the Scouts and giving cigars to a
Scout) considered unacceptable by the BSA National Leadership (whoever
they may be)? Or are they all acceptable?
Question 2: If the behavior is unacceptable how is my buddy supposed to
do anything about it if the Scoutmaster and a majority of the Committee
approve of the behavior (without endangering the future of his son's
Scouting adventures)?
Please reply with specific recommendations including people for him to
contact.
