Unfortunately, these "half" uniforms are more and more common. The unit
commissioner, the district commissioner and the district training chair
should all know better.
If I had been making a big deal about proper uniforms to my troop and then
the unit commissioner showed up inproperly uniformed, I would tell them very
politely that I wouldn't be able to use him that time because you were
trying to teach your troop the importance of being in uniform and he
wouldn't be setting the proper example. The commissioner might be upset,
but hopefully not, and he would learn something more about your unit. At
least he wouldn't be undercutting you.
