Maybe I take a simple approach to this problem, but it works for me, and has
never been questioned.
The answer is, those who have the authority to "hire" at the unit level have
the authority to "fire". So look at the adult application, who has to sign it
at unit level to hire the assistant SM. Clue: Its not the Scoutmaster.
