Also, your note about 6/7 days indicates that they are 2/3 days =
short of qualify on their own merit. So, under consideration is
whether or not months of service to summer camp for two years
makes up for the inability to attend a sufficient number of
weekend campouts.

I'm afraid I have to strongly disagree with your position.
This is not an area where the rules are not clear, and open
to interpretation. As previously stated, the rules *REQUIRE*
that you can count only one long-term camping experience, and
*REQUIRE* that "The balance of the camping must be overnight,
weekend, or other short-term trips".
You are correct that the SM could probably "get away" with not
following the rules. However, doing this is, IMHO, sending the
wrong message to the boys in the troop (don't think that the
boys won't know that the rules weren't followed - they love to
talk about this kind of thing!).
Would you allow the same sort of logic to apply to the rank and
age requirements? If a boy is "only a few" requirements away
from first class, should we grant him an exception? How about
if he is only one vote short? Should be "give" him an extra =
vote?
Your last paragraph sums it up - they don't qualify on their
own merit.
