I would say yes that using velcro on your shirt to attach patches is of
permanent nature if the velcro is sewn to the uniform. This procedure is
very common in my council, North Florida. The other option is to sell your
soul to the devil and get 1 or 2 extra BSA shirts. Any more than two shirts
and you woul have to sell 2 souls and your first child to he devil. I don't
think that BSA would take that in exchange for U.S. currency. So, I think I
have made my point.
