cub camping dilemma

We just had our camporee. My son is a Webs I
(Webs II are crossed over already). Party B has the other Web I den.
My DL (I am assistant) was unable to attend the whole camporee due to a
conflict. Party B were the registered leaders (hubby and wife - hubby
is an Eagle). When one of my parents went to register, there was no
record of our Pack's registration. She waited for other parents to
arrive. In the meantime, male Party B came, saw the situation and
left. Turns out, he went to talk with the Troop we planned on camping
with and arranged for HIS DEN ONLY to camp there. (those were his
words). My boys were left to fend for themselves, with their parents
and NO REGISTERED LEADER. My DL came later, after one parent got a
campsite, and stayed the night. He left early Sat back to his
conference. Sat night, my boys and parents were without leadership.
Female Party B came and realized the situation and still camped with the
troop.

A few things occurred to me:
1) Who registered your Pack with the Camporee registrar? Does the PCC do this,
or the CM? If the Camporee registrar didn't have registrations for all your
boys/parents, then whose responsibility was it to see that they did? Did you
register individually by dens, or as a Pack?
2) Whose names were on the form as providing registered leadership? Party B's?
Other den leaders?
3) Who in the Pack normally communicates with the Troop you were assuming you
would accompany? PCC to TCC? CM to SM? Was this done before registering?

It looks like some defined lines of communications need to be established.
If the B's made independent arrangements with the troop BEFORE THE EVENT
specifically excluding the other den, then this is unconscionable. However, if
each den was supposed to register independently with the Camporee and your den
did not do so, they were not wrong in saying to the Troop, "The other den
didn't register, you'll only be seeing us tonight."

That said, however, once they recognized that the other parents in their Pack
(it IS *their Pack*) had no leadership at their site, they ought to have
provided some. Perhaps the Troop would have been able to send over a senior
scout or two to assist, or the B's could have left their den & parents with
the Troop leadership (with the Troop leadership's permission, of course) and
come to the other site.

Interesting. I'll be looking forward to hearing other responses.
