I am not aware of any membership surveys on any 3G topic coming from the
BSA. If there have been surveys, they do not seem to have penetrated the
organisation as a whole.

If there were to be a survey, it would be best to have the questions crafted
by a third party, to ensure that the questions are entirely neutral in
nature. The survey should be conducted by a neutral party, as well. At
this point, I would not hold my breath waiting for this to happen, hoping ot
be surprised.

If the vote suggested by Mr. Dunn is considered to be an idea worth trying,
then by all means, do so. I would, however suggest that it not be conducted
using the Scouts-L mailing list, but perhaps through the use of a web form
on someone's site, who would have the time and desire to help the List by
providing this service.

In addition to the voting and comments, there should be some qualification
questions designed to determine whether or not the voter is an adult or
youth member, as well as which Scout or Guide Association he or she belongs
to. There would also need to be some method of preventing ballot stuffing.

If this takes place, we all need to be aware that any result will be
statistically invalid, even if it turns out to be an interesting exercise.
The results will be swayed by the strength of the arguments presented by the
people invited to provide the debating points, and this depends heavily on
their writing and typing capabilities. Their arguments will not be
representative of the broad range of views held by those on the List. The
voting points may not be presented with the necessary neutrality crafting.
Not to mention that the group represented by the Scouts-L membership is not
a fully accurate reflection of the membership demographic of the BSA as a
whole...

Still and all, it may well be an interesting thing to do...
