First, crossover and Arrow of Light are two separate functions.
Arrow of Light is a Cub Scout rank award and should be handled in whatever way
your pack normally does rank awards, many do them at the annual Blue & Gold
banquet or some other pack meeting. I have not heard of many packs giving
special gifts for this event.
Crossover is Cub Scouts joining Boy Scout Troops and should be handled in a
separate ceremony, although it may be at the same meeting as the AoL ceremony.
What I have seen as typical is the parents giving the Cubs a Boy Scout
handbook as a gift, or the pack giving this as a gift. Usually the receiving
Troop will give a Troop neckerchief as well. As this is the parting ceremony
for the Cubs and their Leader, often the Cubs (parents) chip in for a token
gift for the Leader from the boys, like a "Thank You" paperweight, etc.
