On the other hand, a committee member is excluded from performing scoutmaster
conferences and really should not act as an assistant scoutmaster in other
capacities either.
The point is, you need a sufficient number of volunteer adults in BOTH
capacities as BOTH are crucial to a well-run Troop. And with a sufficient
number, there is even a chance that adult leaders will get to do what THEY
want, not what the Troop wants.
