World Council?

A fellow scouter came up to me and asked a darn good question. Is there
a World Committee/Office that over see's scouting like National takes
care of the United States? If not, then how and who oversees the World
Jamboree?
If there isn't then what is The World Of Scouting Movement?
If there is, where is the office located and who is the head Scouter?
