As to adding prerequisites for MB's:

If we're talking about summer camps here, some may "add pre-required" merit
badges to reserve the resources they have for those youth who actually are
going to return and work the MB's. They see it as a way to control how many
youth pack the waterfront when there's only 10 canoes, etc., and have no idea
of what they are doing advancement-wise.

This does not say it is right, and the council advancement committee should be
checking their camps in the first weeks of operation to be sure they are
operating correctly. If this were done (as National suggests, not only for
things like this but for errors like youth signing MB forms) there would be
less of things like this occurring.

Few SM's attend camp with their advancement guidelines and commissioner
manuals in the back of the car like I used to do, along with items from the
conservation course at PTC and the old Working with Junior Leaders course from
the same place. If you have that ability, I would suggest having the
documentation so you can go to the Camp Director the minute things like this
occur and see if he even realizes there are rules he's breaking or allowing to
be broken.
