Doug,
The authoritative source is the "National BSA Advancement Policy and
Procedures" pamphlet (revised 1997, all previous editions should be
discarded).
It states: (inside cover) No council, district, unit, or individual has the
authority to add to or subtract from advancement requirements. (IMHO MBs
are advancement requirements.)
(page 14) Merit Badges - No additional requirements may be added.
This sounds very clear to me, you are right!
