A potential problem

I was told recently that a group of adults from another troop were trying
to lure Webelos who had intended joining our troop as well as boys already
in our troop into joining their troop. They even offered "incentives" (I
call them bribes) to do so -- parties, etc. I can understand, though not
condone, such behavior from boys -- but adults? What can be done?
