Look at this as a parent problem, not an awards problem.
Don't waste your time finding out the rules. Actually your
time to find out the rules wouldn't be wasted, but you won't
find any. In my pack this would be resolved by the cubmaster,
but you are saying that your cubmaster left. This particular
cubmaster would know that participation with the den is the key
for paws and performing the activity is key for stickers.
That is why there are two different color beads, iron on paws and
stickers. You can award lots of things, and you can use a different
award for things done at home and things done with the den.
[Personally I really prefer the old iron on paws which were all
the same and didn't have the picture of an activity like this years
iron on paws. It is much easier to award one more and no questions
get asked]

Of course, the Coordinator reports to the Cubmaster. The organization
of tiger cubs got changed one or two years ago. [Never mind that
this cubmaster would not overrule his Tiger Coordinator on such an
issue]
As a new committee chair you have to choose the battles worth
fighting for. The exact rules for tiger paws is not important, but
piece among parents and avoiding frustrated children is. So since
the outcome of the actual decision doesn't matter, what about taking
advice from the people involved? Ask the new cubmaster, or, the
Tiger Coordinator. Just makesure the advice is not about the dry rules
but about the whole situation.
