One of the interesting things about this "lock step" troop is their use of
certain phrases: "Scouts in their sixth year are eligible for the Eagle rank"
and "When a Scout accepts this badge" In spite of all the rules and
regulations, in spite of all the draconian penalties (for not selling enough
Tom Watt junk? Come on!), I wonder if this troop is actually an Eagle mill.
That is one where Eagles are given wholesale for certain age groups. If you
go back over the "stay in your age group" type of language it suggests that if
you can put up with the flak for 6 years, you will get your Eagle. Lets see,
6 + 10.5 to start makes you 16.5 years only, so, I guess you could get 2
silver palms if you worked at it- every three months till you turn 18- but no
more (as if either of my son's got their first silver palm- both got a gold
palm).
