There aren't many positions open to people in that age range in the BSA.
To be on the unit committee, you have to be 21. Same for Scoutmaster,
Chartered Organization Representative, and Institutional Head. The only
position open at age 18 in a troop is Assistant Scoutmaster. (Assistant
Cubmaster is also open to anyone 18 and older, but you seemed to be
interested in troops)

There are alternatives, however. In exploring, members stay registered
as youth up to age 21. If your troop has ties to an explorer post, you
might want to register your 18-21 year olds there if Assistant
Scoutmaster is not an option for some reason. (All exploring leaders
must be 21, even the Associate Advisors)
