A Scout may still sit for his Eagle Board of Review after his 18th
birthday.
The current issue (1997 revision) of the National BSA Advancment
Policies and Procedures booklet states on page 16, "Scouts who have
completed all requirements for a rank prior to their 18th birthday
should submit their application and be reviewed and recognized within
three months after that date."
The booklet also covers the procedure for conducting an Eagle board of
review between three and six months after the candidate's 18th birthday,
and the procedure for obtaining an extension when the BOR is held six
months or more after the candidate's 18th birthday.
The advancement booklet (#33088A) is available through National Supply
or through your local council's Scout Shop.
