Yet as an advancement chair who faced this question
head on, let me assure you that that is exactly what
National's position is.

Note that the "rules and regulations" state that there
are two classes of youth members: "active" and "associate".
Each and every time they are asked, National has clearly
stated that "active" in the requirements means "registered
as an active member". If a unit wants to set attendance
policies for their unit, they must enforce this by dropping
boys from the "active" status on their roster.

that the boy was active, by putting him on your roster.

I plan to write to National about this, asking that they
make their position clear in the re-write of the =

Scoutmaster's Handbook, as well as in the Advancement
Guide.
