1998 Requirements Changes

Regarding the requirement "Complete your Board of Review"...

The addition of this requirement to the 1998 Requirements book appears
to be an "error of ommission" correction for Tenderfoot, Second Class
and First Class as the "new" requirements match the numbers already
present in the Scout Handbook. The same could be said for Star, Life
and Eagle although the "requirement" doesn't carry a number in the
Scout Handbook.

My first question concerns the Eagle rank. Does listing "7. Complete
your board of review" as a "requirement" now mean that EBORs must be
completed before the 18th birthday? By numbering the item does it now
change from a "process requirement" to a "rank requirement"? It has
been my understanding that all "rank requirements" had to be completed
before the 18th birthday but the EBOR "process requirement" could be
held later (with a few caveats attached).

My second question concerns the Eagle Palms. The Scout Handbook
indicates that both a Scoutmaster Conference and a BOR are required for
all Palms. The 1995-97 and 1998 Requirements books both only mention a
Scoutmaster Conference. Is this another "error of omission"? Which is
correct? (I vote for the Handbook.)
