Blue MB cards

Recently, our CE has decided to stop requiring troops to submit the main
portion of the blue merit badge cards to the council office with
advancement reports. Troops are now going to keep the main portion and
the Scout is to keep the Applicant's record (on his own or in troop
records). Since the blue cards have been transferred to the District
Advancement Committee for safe keeping, I'm not too sure there is really
a problem. However, on several occasions it has been necessary to go
back into the "archives" to look for dates to verify completion of a MB
when the troop did not keep good records. What are other Councils doing
with the blue cards?
