Attitudes

I am Scoutmaster of a small, young Troop of 11 to 12 year olds. We have done
JLT, use the Patrol Method, and in general try to follow the Scout program.
The boys are young so I help with the leadership when necessary. My problem
is an attitude that pervades not only the boys in the Troop, but seems
prevalent in boys of the same age in their school. They expect everything to
be done for them. I am constantly urging them to show initiative and
responsibility. They'll be OK for a week and then when we go on an overnight
campout, Mom will have done the shopping, packed the gear, etc. When
something is missing or done wrong, they are never responsible. Obviously
not all of the boys are this way all of the time, but it happens enough that
I am pulling my hair out. Anyone have any suggestions or encouragement?
