Since the real issue is Mom and Dad, Give them a choice with a firm
deadline.
Choice one: Fill out the Application
Choice two: Sing a total Waiver of Responsible for the unti and its
leaders and admitting they're too lazy to do the real paperwork and get
it notarized.
Choice three: take care of Dan themselves.
The FUD driving them right now will either be overriden by
Embarrisment(SIC) or the problem will be placed squarely where it
belongs.
This is sometimes called Tough Love.
