Perhaps the new Handbook for Boys will provide material that will teach
the Scouts everything they need to know to pass the requirements.
Two examples. Tenderfoot Scouts are required to know how to whip a rope.
Although the Handbook shows a whipped rope, there is nowhere in it that
shows how to do it. Previous Handbooks did.
Additionally, First Class Scouts are required to know how to tie an ankle
bandage (actually a support for a sprained ankle). Once again, although
the Handbook shows a tied bandage, it does not show you how to tie it.
