Functionally, yes. Actually, I'm just a committe member. The Troop
Secretary and Treasurer to be exact. However, we currently have a
Scoutmaster that's not too involved. THAT's a whole different situation,
though.

Based on comments from you and quite a few others, I'm convinced that we
need to break the deadlock with Dan, and that I have done the right thing
by telling him we need him to join in order to participate. Several
people have suggested ways to get Dan signed up, I think I'll give it the
big push. I think Dan would be a good addition to the troop, and would
get a lot of benefit from it.
