how about using fabric paint that is commonly available in the craft dept.
of many stores. Walmart has it in all kinds of colors up here.
it comes in small bottles that have a tiny opening and you just write with
it.
works great and lasts a long time. if you paint on a small piece of cloth
and sew it on the uniform you will be able to re-cycle the shirt easily.
