Hi Roxanne,
Every scout, who has completed the requirements for advancement, should
receive his badge and card at the next pack meeting, regardless of whatever
else. The Arrow of Light is the same. Yes, it is Cub Scouting's highest rank,
and does desevrve a special ceremony, but that shouldn't detract from any of
the recognition that the other boys have earned.
There are many advancement ceremonies in the Staging Den and Pack Ceremonies
book and the HOW-TO-BOOK that recognize advancement from Bobcat all the way up
to and including Arrow of Light in a progressive manner. You can find more in
the Pow Wow books. Anyway, it is most important to give EVERY boy his
recognition.
