In Re Leslie Herman's and Steve on Cattail Creek's posts on this issue,
"Poor Little Johnny" seems to translate into " Laxy Parnet". Cut-off
dates, when published far enough in advance, are not only legit but
frequently necessary. Other activities besides Scouting have them and
Parent ( Read all Adults) have to cope with them. The "Poor Johnny"
excuse is only a cover-up for the adult's own incompetance. However if
the only reason is to get a head count for internal use, then seriously
think about late charges instead. This penalizes the adult(pocketbook)
and still lets the boy participate. For Example, kwith our camporee we
have thre cut-off dates: End of Early Pay(discount if before this
date),Late( One week before) and At the door. The price goes up at each
cut-off and a flyer advises that certain Camporee goodies May NOT be
available to late sign-ups. Also No choice of campsite. If they
complain, our response is " Jimmy's folks made the deadline. and you had
the same information."
