First, NO unregistered, unaccompanied minor should EVER be on a Scouting
trip. Attending meetings is one thing, going on events in YOUR custody
is something else again. If, God forbid, anything happened, the adult
Scouters would NOT be covered by BSA insurance, and would be fully
liable to the boy's family.
What's happening is obvious: what's the incentive to sign up? He's
getting full benefits without returning the form (and paying
registration, etc.?), so why bother?
The answer is also obvious: no registration, no participation. It's that
simple.
