Terry,
I believe the Navy still uses such signal flags. Contact the Naval Reserve in
your area or the Coast Guard on the coast for more information.
You might even get them to donate a used set. You might also contact the US
Naval Academy at Annapolis, Maryland. They use lots of them in the seamanship
department. It is actually the US Naval Station there which supports the
seamanship training on the Chesapeake Bay.
